RELATING TO ENERGY.

(1) Establishes the Hawaii renewable hydrogen program to manage the State's transition to a renewable hydrogen economy; (2) establishes the hydrogen investment capital special fund to seed private and federal projects for the deployment of hydrogen systems; (3) directs DBEDT, Hawaii Natural Energy Institute, and NELHA to design a distributed energy storage microgrid to transport energy to NELHA; (4) directs PUC to regulate the microgrid; and (5) appropriates funds for the program and special fund.

Requires the City and County of Honolulu to transfer to the State a parcel of pristine wetlands known as Kawai Nui Marsh effective September 1, 2006; transfers another parcel of Kawai Nui Marsh to the State.

Establishes the Kakaako Affordable Housing Development Program and the Kakaako Affordable Housing Development Fund to provide incentives for developers building or rehabilitating affordable housing units in Kakaako over the next five years. Appropriates $60,000,000. Sunsets June 30, 2011.
