RELATING TO VETERINARIANS.

Authorizes, upon certain conditions and without examination, temporary permits to be issued to veterinarians who are licensed in good standing in another state that has licensing standards equivalent to or higher than Hawaii's.

RELATING TO INTER-ISLAND FERRY SERVICE.

Expands preferential consideration for ferry landings to all state small boat facilities within the County of Maui.

RELATING TO THE PUBLIC EMPLOYEES' TRUST FUND.

Establishes a Public Employees' Trust Fund and a board of trustees for the fund to offset costs incurred by the State to fund public employee health benefit costs. Makes an appropriation to the fund. Prohibits the tapping of moneys until the fund's principal reaches $1,000,000,000.

RELATING TO STATE RISK MANAGEMENT.

Authorizes the Comptroller to exercise discretion to deposit money received from the settlement of claims or losses of the State into an affected agency's account instead of the State risk Management Revolving Fund.

RELATING TO TAXATION.

Specifies that a vendor will only be paid when measurable increases in revenues resulting from the initiatives are collected by the State. Creates an ITIMS special fund to hold the proceeds from the initiatives, to be used in part to enhance the DOTAX computer system, the integrated tax information management system (ITIMS).

RELATING TO PROTECTION FOR VICTIMS OF HUMAN TRAFFICKING.

Establishes offenses related to human trafficking and provides related definitions. Provides victims of trafficking a defense to certain offenses that they may have been forced to commit. Makes trafficking victims eligible for crime victim compensation funds. Requires attorney general to report to legislature annually regarding human trafficking. Establishes task force to compile and review law and information from other states regarding support for victims of human trafficking and to recommend changes to Hawaii law and programs.
