Authorizes the issuance of general obligation bonds to provide shelter to homeless veterans.

Requires the Housing and Community Development Corporation of Hawaii to coordinate efforts with the counties to identify locations for temporary emergency shelters for homeless individuals and families. Appropriates funds.
