Amends the Procurement Code to give the Hawaii Health Systems Corporation more autonomy regarding procurement matters. Raises threshold amount to qualify as small purchases from $25,000 to $100,000.

RELATING TO THE HAWAII CHILDREN'S HEALTH CARE PROGRAM.

Creates a temporary 3-year Hawaii children's health care pilot program in which the DHS pays half the premiums for health care provided by HMSA to children aged three months to eighteen years who are uninsured continually for six months and are ineligible for any other state or federal health care coverage. Appropriates $        for FY 2006-2007. Repealed 6/30/09.

RELATING TO HEALTH.

Provides a means for childhood screening required for entry into school, from birth to eight years of age, and establishes a childhood screening taskforce.

For 2006-2007 flu season, gives preference to children under 10 and pregnant women not to be given vaccines containing more than a trace amount of mercury. For 2007-2008 flu season, prohibits such vaccinations for all. Allows certain exemptions.

MAKING AN APPROPRIATION FOR DENTAL HEALTH.

Appropriates funds for community-based dental health clinics that are operated by community health centers or other community-based organizations to assist and improve the dental-health of QUEST eligible adults and children, the aged, blind, and disabled population.

RELATING TO LONG-TERM CARE.

Provides a tax credit to individual taxpayers and employers for premiums paid for long-term care insurance contracts and requires the department of taxation in cooperation with the department of commerce and consumer affairs to submit a report back to the legislature annually regarding the status of this Act's provisions. Sunsets December 31, 2011.

RELATING TO SUBSTANCE ABUSE TREATMENT.

Funds school complexes for existing or emerging community coalitions to coordinate local anti-drug community efforts, fill service gaps, and implement best practice prevention programs.

RELATING TO PSYCHOTROPIC MEDICATION.

Amends Act 239, SLH 2005, by prohibiting DHS from restricting a physician's ability to treat a fee-for-service mental health consumer with psychotropic medications that have been approved by the FDA and are considered appropriate within the scope of the physician's practice for the treatment of a mental health consumer. Repeals the pre-authorization exemption for psychotropic medication and the requirement that DHS report on the cost and effects of the Act.

RELATING TO TRAUMA CARE.

Establishes the trauma care fund to ensure and encourage the availability of trauma care in the state. Establishes dedicated sources of revenue for the trauma care fund.

Funds a study to assess the structural integrity of each hospital and nursing home facility to determine their ability to withstand hurricanes. Makes appropriation.
