Creates a selection commission to pick members of the Public Utilities Commission. Establishes terms of service.

RELATING TO CONSUMER PROTECTION.

Prohibits the unauthorized access to or control of a computer or the inducing, by misrepresentation, authorized person to load software. Authorizes attorney general or prosecuting attorney to seek up to $2,500 per violation. Authorizes private action to recover $5,000 per violation or 5 times the amount of damage cause, whichever is greater.

RELATING TO IDENTITY THEFT.

Changes name of the Hawaii Anti-Phishing Task Force, expands its responsibilities, and extends its life until 6/30/07. Adds the chief justice and representatives from each county police department, and the Hawaii Prosecuting Attorneys' Association, U.S. Postal Service, NFIB, Hawaii Chamber of Commerce, and Consumer Data Industry Association to the task force.

RELATING TO ADVERTISING BY DRUG MANUFACTURERS AND DISCLOSURE OF CLINICAL TRIALS.

Requires prescription drug ads to meet federal standards, public disclosure of clinical trial information, and drug manufacturers to pay fees to DOH to fund a public education initiative on clinical trials and drug safety.
