Adjusts level of care payments for adult residential care homes, adult foster homes, developmental disabilities domiciliary homes, and developmental disabilities apartment complexes.

Requires Temporary Assistance for Needy Families (TANF) funds to be appropriated by the Legislature and requires the Governor's plan for expenditure of TANF funds to be approved by the Legislature.

Funds the office of the legislative analyst only to the extent that the office monitor the receipt and expenditures of federal funds received by the State and to review and make recommendations to the legislature regarding the administration and efficacy of the expenditures.
