RELATING TO STATE BONDS.

Authorizes issuance of general obligation bonds. Makes findings required by Article XII, section 13 of state constitution to declare that issuance of authorized bonds will not cause debt limit to be exceeded.

Requires that businesses that are retained by the State and counties to sell its bonds be hired through a competitive process. Requires that state and county bonds be sold through a competitive sale process.

MAKING EMERGENCY APPROPRIATIONS FOR RISK MANAGEMENT.

Makes an emergency appropriation of $1,500,000 in general funds for FY 2005-2006 and an emergency appropriation of $6,500,000 from the State Risk Management Fund FY 2005-2006 to cover $5,000,000 in anticipated expenditures relating to the 5/7/05 Kalaheo increase in property insurance premiums.

Makes an emergency appropriation for FY 2005-2006 to cover statewide budgetary shortfalls in electricity payments for facilities assigned to DAGS.

Requires the department of accounting and general services to establish a statewide information security protection program.

Revises the state income tax brackets.

Alters composition and appointment of HHSC board membership by having the governor appoint 6 members – 3 each from a list of 9 candidates submitted by the president of the senate and speaker of the house of representatives, respectively, for a total 18 candidates for 6 member positions.
