RELATING TO EARLY CHILDHOOD EDUCATION. Creates an Early Learning Authority to oversee the State's early childhood learning system. Makes more early childhood learning programs and facilities available by establishing financial incentives for their creation. Improves the quality of early childhood learning programs and practitioners by establishing financial incentives. Attracts and retains quality practitioners in the early learning system by ensuring adequate compensation. Guarantees the availability of early learning opportunities to all children by providing subsidies to all four-year-olds. |

RELATING TO EDUCATION. Creates the Facilities Alignment Commission to revitalize school facilities, including establishing criteria for the selection and recommendation of areas for new schools, schools for expansion, and schools for consolidation or closure. Allows the Legislature to disapprove these recommendations only in its entirety, and requires the Board of Education to proceed with these recommendations. (HB2743 HD1) |
