Repeals the sunset date of Act 321, Session Laws of Hawaii 1986, which gives the department of education and the University of Hawaii permanent autonomous authority for matters relating to purchase of goods and services, payments, and accounting.

Appropriates funds for Hawaii Community-Based Economic Development Technical and Financial Assistance Program.

RELATING TO BUSINESS RETENTION AND EXPANSION.

Establishes a business retention and expansion program within the department of business, economic development, and tourism to oversee, support, and contract with private sector business retention and expansion programs in the State.

RELATING TO GIFT CERTIFICATES.

Establishes that gift certificates are valid in perpetuity and adds maintenance fees as a fee that is prohibited from being charged to dormant or inactive gift certificates.

Requires that a business selling adult entertainment products obscure them from view from off the premises. Requires that adult entertainment products be segregated and obscured from view from portions of the premises where other products are sold.

RELATING TO CONTRACTS.

Provides for prompt payment to subcontractors upon completion of the subcontractor's work or providing of materials for a project; permits subcontractor or materialman to obtain a certificate of completion; requires payment pursuant to certificate of completion within 30 days.

RELATING TO TAXATION.

Requires businesses who apply for tax credits that are related to their commercial activities to sign a release statement allowing the Department of Taxation to publicly disclose their names and the names and amounts of such tax credits claimed. Requires the Department of Taxation to publicly disclose businesses that receive such tax credits.
