RELATING TO BUSINESS REGISTRATION.

Clarifies and corrects ambiguities and errors in Hawaii's business registration laws.

RELATING TO AN INACTIVE STATUS FOR PROFESSIONAL AND VOCATIONAL LICENSES.

Authorizes affected licensing authorities to allow licensees to go on inactive status when they are currently not engaged in the practice of their profession or vocation, and allows licensees to reactivate their licenses at any time during the licensure period or at renewal.

RELATING TO PRINCIPAL PRIVATE DETECTIVES AND GUARDS.

Repeals the requirement that principal detectives and principal guards must be residents of the State to qualify for licensure. Codifies the policy of allowing out-of-state principal detectives and principal guards to be licensed, provided they are fully responsible for the direct management and control of the agency and the agency's employees when detective services are being provided in the State. Allows an agency to employ more than one principal detective or principal guard.

RELATING TO INVESTIGATIVE ACCESS FOR UNLICENSED ACTIVITY.

Allows the investigators of DCCA access to the commercial, public, or residential premises of any business or work site to investigate unlicensed activity.

Changes required reports to be filed by cable operators, instead of filed by each cable operator.

RELATING TO OUT-OF-STATE SALES OF TIME SHARE INTERESTS.

Provides that chapter 514E, relating to time shares, does not apply to a sale outside the United States of an interest in a time share unit in Hawaii if the unit is part of a time share plan that was previously registered in Hawaii.

RELATING TO LANDLORD-TENANT CODE.

Requires written residential rental agreements to include the landlord's general excise tax number on the first page.
