Requires the office of planning to identify available private lands for acquisition and development for affordable housing. Requires the legislative reference bureau to study and assess private government-subsidized housing and prepare a plan to retain these projects as affordable housing. Amends the definition of "public housing project" for purposes of evictions from federal public housing. Amends references to the time period in which a public housing tenant has to reuse a grievance hearing in the written notice of eviction to conform to the recently amended grievance procedure rules.

MAKING AN APPROPRIATION TO REPAIR EMPTY STATE HOUSING UNITS AND TO PROVIDE RENTAL SUBSIDIES FOR LOW-INCOME UNITS.

Makes an appropriation for the repair of empty state housing units and provide rental subsidies for low-income individuals.

Repeals the sunset of provisions streamlining the public housing evictions process.

Amends pre-eviction procedures for public housing tenants delinquent in rent payment, to require delivery of notice by certified mail. Clarifies that an eviction hearing is a contested case proceeding and requires that notice so inform tenants in plain language. Reenacts an administrative appeal process.

RELATING TO THE RENTAL HOUSING TRUST FUND.

Raises the revenue bond authorization for the rental housing trust fund to $100,000,000. Amends Act 291, Session Laws of Hawaii 2001, to correct the expending agency.

RELATING TO PUBLIC HOUSING.

Establishes a rapid assessment team for the maintenance, repair, and improvement of public housing units. Authorizes necessary exemptions from procurement and permitting requirements. Appropriates funds for the purposes of the Act.

RELATING TO SPECIAL PURPOSE REVENUE BONDS.

Assists not-for-profit private organizations in the development of low and moderate income housing by authorizing the State to issue special purpose revenue bonds for their benefit. Contingent upon ratification of constitutional amendment authorizing the same.

RELATING TO AFFORDABLE RENTAL HOUSING DEVELOPMENT.

Provides financial incentives to developers to construct rental housing by freezing real property taxes and excise taxes at the level prior to the development, allowing a tax deduction to the developer for the costs of development, and increasing the threshold for loans or grants from the rental housing trust fund for affordable rental housing development to 140 per cent of the median family income.

RELATING TO TAXATION.

Provides an exemption from the capital gains tax to encourage the consolidation of multiple real estate parcels in urban districts for the purpose of developing affordable housing.

RELATING TO HOUSING.

Increases the amount of conveyance tax revenues deposited into the rental housing trust fund. Establishes a new state affordable housing tax credit decoupled from the federal tax credit. Allows rent supplement funds to be used for operating expenses of state low-income housing. Provides income tax deductions for contribution of land for affordable housing and for keeping private rental units affordable. Increases the low-income renters' tax credit and eligibility therefor. Authorizes issuance of revenue bonds to finance maintenance and repair of public housing units, infrastructure development for affordable housing, housing loan programs, and mortgage security and guarantee programs. Authorizes issuance of general obligation bonds to finance downpayment loans for eligible homebuyers and interim construction loans. Appropriates funds for operating subsidies of state low-income housing units and homeless and transitional housing and services.

Creates a general excise tax credit for construction of affordable housing.

RELATING TO STATE MORTGAGE CREDIT CERTIFICATES.

Assists low and moderate income home buyers by providing a state income tax credit equal to or up to 20% of the annual mortgage interest payment.
