Exempts a time share plan, containing time share interests or units that are part of a currently registered Hawaii time share plan, which is offered for sale outside the U.S. from the time sharing law, provided that certain conditions are met. (SB2454 HD1)

RELATING TO PRINCIPAL PRIVATE DETECTIVES AND GUARDS.

Repeals the requirement that principal detectives and principal guards must be residents of the State to qualify for licensure. Codifies the policy of allowing out-of-state principal detectives and principal guards to be licensed, provided they are fully responsible for the direct management and control of the agency and the agency's employees when detective services are being provided in the State. Allows an agency to emply more than one principal detective or principal guard.

RELATING TO MENTAL HEALTH COUNSELORS.

Amends the definition of "practice of mental health counseling" to clarify that professional counseling services are determined by the specialized education, training, and experience that a practitioner has completed. Sets terms and conditions for interns and post-graduate work. (SD1)
