Provides for prompt payment to subcontractors upon completion of the subcontractor's work or providing of materials for a project; permits subcontractor or materialman to obtain a certificate of completion; requires payment pursuant to certificate of completion within 30 days. HB 1936	RELATING TO PLANNED COMMUNITY ASSOCIATIONS. Previously heard on 1/30/06 Requires board of directors of planned committee associations to notify members of the creation, alteration, or elimination of any committees or subcommittees. Requires association to make financial statements and meeting minutes available for member's review at convenient location within the planned community or on a 24-hour loan basis. Requires transmittal of records on request within 15 days, with costs for duplication and transmittal to be charged to the association.	CPC
HB 2589 HD1 (HSCR409-06)	RELATING TO PSYCHOLOGISTS. Previously heard on 2/22/06 Establishes conditional prescriptive certificates that authorizes qualified psychologists practicing at federally qualified health centers or health clinics located in a medically underserved area or a mental health professional shortage area to prescribe psychotropic medications. HB 3225	RELATING TO CONDOMINIUMS. Previously heard on 2/22/06 Amends chapter 514B, Hawaii Revised Statutes. Amends chapter 514C, Hawaii Revised Statutes, to make sections consistent with chapter 514B.	CPC
HB 1980	RELATING TO GIFT CERTIFICATES. Previously heard on 2/6/06 Exempts multi-use gift cards from definition of gift certificate.	CPC
HB 3100	RELATING TO MORTGAGE FORECLOSURES. Previously heard on 2/6/06 Provides right of redemption to mortgagor and limits downpayment in event of foreclosure sale to not more than twenty-five per cent of successful bid in a foreclosure sale under power of sale.	CPC
