Authorizes the licensure by credentials of dental specialists who are licensed in another state.

RELATING TO PRINCIPAL PRIVATE DETECTIVES AND GUARDS.

Repeals the requirement that principal detectives and principal guards must be residents of the State to qualify for licensure. Codifies the policy of allowing out-of-state principal detectives and principal guards to be licensed, provided they are fully responsible for the direct management and control of the agency and the agency's employees when detective services are being provided in the State. Allows an agency to emply more than one principal detective or principal guard.

RELATING TO OUT-OF-STATE SALES OF TIME SHARE INTERESTS.

Exempts time share plans, containing accommodations or facilities located in Hawaii, that are offered for sale outside the U.S. from Hawaii's time sharing plans law, provided that the developer of the time share plan meets certain filing requirements. (HB3238 HD1)

Amends chapter 514B, Hawaii Revised Statutes. Amends chapter 514C, Hawaii Revised Statutes, to make sections consistent with chapter 514B.

RELATING TO PSYCHOLOGISTS.

Establishes conditional prescriptive certificates that authorizes qualified psychologists practicing at federally qualified health centers or health clinics located in a medically underserved area or a mental health professional shortage area to prescribe psychotropic medications.
