RELATING TO THE GENERAL APPROPRIATIONS ACT OF 2005.

Clarifies section 3, item K.6. of the General Appropriations Act of 2005, to change the source of funding for economic planning and research from special funds to interdepartmental transfers.

RELATING TO SEAWATER AIR CONDITIONING DISTRICT COOLING SYSTEMS.

Allows the sale of cooling from seawater air conditioning district cooling systems to qualify for state enterprise zone benefits.

RELATING TO ALTERNATIVE ENERGY INCENTIVES.

Expands definition of "qualified business" within the State Enterprise Zone laws to include the research, development, sale, or production of alternative energy sources. Defines "alternative energy" sources.

RELATING TO HAWAII'S FISHING INDUSTRY.

Recognizes the contributions of Native Hawaiians in the development of the local commercial fishing industry and the need to promote a viable and thriving commercial fishing industry and forgives all loans made to local commercial fishing operators under the boat loan programs or any other state loan program to assist fishing operators to borrow to build or repair boats for fishing.
