Your Committee on Public Safety & Military Affairs, to which was referred S.C.R. No. 91, S.D. 1, entitled:
"SENATE CONCURRENT RESOLUTION ESTABLISHING A TASK FORCE TO EXAMINE THE BACKLOG IN UNSERVED ARREST WARRANTS,"
begs leave to report as follows:
The purpose of this concurrent resolution is to establish a task force to conduct a comprehensive review of the entire backlog of unserved arrest warrants and to recommend to the Legislature action necessary to permanently alleviate the backlog.
The Hawaii Paroling Authority, Honolulu Police Department, and Mothers Against Drunk Driving supported this measure.
Your Committee finds that the State has an estimated backlog of 76,881 unserved arrest warrants. These unserved arrest warrants pose a serious public safety concern and cost the State millions of dollars in unpaid fines and fees.
Your Committee believes a task force is an important tool to study the issues surrounding the backlog of warrants, discover the problem, and conduct research on creative solutions with the possibility of using other successful frameworks from other metropolitan areas.
As affirmed by the record of votes of the members of your Committee on Public Safety & Military Affairs that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 91, S.D. 1, and recommends its adoption.
