Sir:
Your Committee on Education, to which was referred S.C.R. No. 105 entitled:
"SENATE CONCURRENT RESOLUTION URGING THE UNITED STATES CONGRESS TO SUPPORT CHANGES TO THE NO CHILD LEFT BEHIND ACT OF 2001,"
begs leave to report as follows:
The purpose of this concurrent resolution is to urge the United States Congress to support changes to the No Child Left Behind Act of 2001 (NCLB), as recommended by the National Conference of State Legislatures, including:
(1) Removing obstacles that block state education innovations of NCLB;
(2) Providing the federal financial assistance necessary for states to meet NCLB classroom goals;
(3) Removing the "one-size-fits-all" student performance measurements in favor of more sophisticated systems that measure progress on an individualized basis; and
(4) Recognizing that individual schools face special challenges and that significant differences exist between rural and urban schools.
The Hawaii State Teachers Association testified in support of this concurrent resolution. The Department of Education supported the intent of this measure.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 105 and recommends its adoption.
