Sir:

Your Committee on Education, to which was referred S.C.R. No. 104 entitled:

"SENATE CONCURRENT RESOLUTION URGING THE PRESIDENT AND UNITED STATES CONGRESS TO PROVIDE STATES WITH THE NECESSARY FUNDING TO IMPLEMENT THE GOALS OF THE NO CHILD LEFT BEHIND ACT OF 2001 AND OTHER EDUCATION-RELATED PROGRAMS AND TO OFFER STATES WAIVERS OR EXEMPTIONS FROM RELATED REGULATIONS WHEN FEDERAL FUNDING FOR ELEMENTARY AND SECONDARY EDUCATION IS DECREASED,"

begs leave to report as follows:

The purpose of this concurrent resolution is to urge the President of the United States and United States Congress to make a serious commitment to improving the quality of the nation's public schools by:

(1) Substantially increasing funding to implement the No Child Left Behind Act (NCLB), Higher Education Act, Individuals with Disabilities Education Act, and other education-related programs; and

(2) Creating flexibility in NCLB requirements through mechanisms such as state waivers or exemptions.

The Hawaii State Teachers Association testified in support of this concurrent resolution. The Department of Education supported the intent of this measure.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 104 and recommends its adoption.
