Your Committee on Finance, to which was referred S.B. No. 433, S.D. 2, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO ELECTIONS BY MAIL,"

begs leave to report as follows:

The purpose of this bill is to increase voter participation by developing, implementing, and appropriating funds for a Vote-by-Mail Pilot Program (Pilot Program) for the 2006 elections that would replace traditional polling places in the three representative districts with the lowest voter turnout rate in the last two election cycles. The Pilot Program would include voter education materials for eligible voters.

A concerned individual offered comments.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 433, S.D. 2, H.D. 1, and recommends that it pass Third Reading.
