Your Committee on Finance, to which was referred S.B. No. 1193, S.D. 1, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO CIVIL SERVICE LAW,"
begs leave to report as follows:
The purpose of this bill is to protect the employment rights of public employees by ensuring that civil service employees of the newly established Department of Education (DOE) civil service system will have the same benefits and rights of civil service employees employed by the executive departments.
DOE and the Hawaii Government Employees Association supported the intent of this bill. The Department of Human Resources Development opposed this measure.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1193, S.D. 1, H.D. 1, and recommends that it pass Third Reading.
