Your Committees on Human Services and Judiciary, to which was referred H.B. No. 2371 entitled:
"A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION FOR THE HAWAII YOUTH CORRECTIONAL FACILITY,"
beg leave to report as follows:
The purpose of this bill is to provide an emergency appropriation to improve operations at the Hawaii Youth Correctional Facility for the remaining part of the 2005-2006 fiscal year.
The Office of Youth Services (OYS) and the Hawaii Disability Rights Center testified in support of this measure. OYS testified that the Governor recommended the immediate passage of this bill, given the serious nature of the findings issued by the Civil Rights Division of the U.S. Department of Justic.
As affirmed by the records of votes of the members of your Committees on Human Services and Judiciary that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 2371 and recommend that it pass Second Reading and be referred to the Committee on Finance.
