SENATE RESOLUTION

 

requesting the continuation of the high core program for alienated youth.

 

WHEREAS, for thirty-nine years the High Core Program has provided services to approximately three hundred of the most severely alienated youth in Central Oahu; and

WHEREAS, these youth include those who are excluded from traditional programs because of problems with weapons or drugs and those who are homeless, on probation, a physical threat to themselves or others, or involved with Child Protective Services; and

WHEREAS, youth who are enrolled in the High Core Program become engaged in intensive individual and family counseling, social-skill building, and rigorous academic activities; and

WHEREAS, the Legislature is concerned that the High Core Program may not receive adequate and full funding unless all moneys used for the program, from whatever source, are exempted from the weighted student formula budget process; and

WHEREAS, the Legislature has appropriated funds for fiscal year 2006-2007 to ensure the continuation of the High Core Program; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, that all public and private persons responsible for providing services to the High Core Program should ensure full compliance with the intent and mandate of the Legislature to continue the High Core Program; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the coordinator of the High Core

Program, the Director of Human Services, and the Superintendent of Education.
