SENATE RESOLUTION

 

REQUESTING THE HONOLULU BOARD OF WATER SUPPLY of the city and county of honolulu TO WORK WITH THE Housing and community development corporation of hawaii ON THE REPLACEMENT OF THE WAIAHOLE VALLEY WATER SYSTEM AND for the board of water supply to ACCEPT DEDICATION OF THE UPGRADED WATER SYSTEM.

 

 

WHEREAS, the Housing and Community Development Corporation of Hawaii is the current fee simple owner of the Waiahole Valley Agricultural Park and Residential Lots Subdivision; and

WHEREAS, the Waiahole Valley Water System currently serves one hundred sixty-seven residential and agricultural lessees, twenty-two kuleana lots, and twenty Department of Hawaiian Home Lands lots, as well as the Waiahole Elementary School; and

WHEREAS, the Waiahole Valley Water System is underdesigned and was not fully completed causing system deficiencies, high operation and maintenance costs, frequent water main breaks, significant damage to properties, time delays in responding to, and repairing main breaks, and lower levels of service reliability; and

WHEREAS, the Housing and Community Development Corporation of Hawaii's primary function is to provide affordable housing, not water system management; and

WHEREAS, the Board of Water Supply will be responsible for domestic water delivery; and

WHEREAS, concerns have been expressed regarding the reliability of domestic water delivery; and

WHEREAS, the quality of domestic water to the residents of Waiahole Valley is of utmost importance to their health and safety; and

WHEREAS, the acquisition of the Waiahole Valley Water System is consistent with the Honolulu Board of Water Supply's initiatives to improve the quality of water services; and

WHEREAS, the Board of Water Supply has the resources and expertise to operate and maintain the Waiahole Valley Water System and will be able to offer conservation and resource management programs such as watershed protection initiatives; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, that the Housing and Community Development Corporation of Hawaii and the Board of Water Supply of the City and County of Honolulu are requested to work together to replace the Waiahole Valley Water System; and

BE IT FURTHER RESOLVED that the Board of Water Supply is urged to accept dedication of the new water system; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, the Mayor of the City and County of Honolulu, the Executive Director and the Chairperson of the Board of Directors of the Housing and Community Development Corporation of Hawaii, and the Manager and Chief Engineer and the Chairperson of the Honolulu Board of Water Supply.
