RESOLUTION
REQUESTING THE DEPARTMENT OF HUMAN SERVICES ENSURE THAT THE CURRENT RESIDENTIAL ALTERNATIVES COMMUNITY CARE FOSTER FAMILY HOMES SERVICE ARRAY IS NOT DISMANTLED WITH THE PROPOSED QUEST EXPANSION PROGRAM.
WHEREAS, the Department of Human Services (DHS) has proposed Quest Expanded Access to serve the aged, blind, and disabled populations through a Medicaid health maintenance organization, which will lead to the inclusion of the Residential Alternatives Community Care Foster Family Homes Service Array, in a continuum of services for our State's aged, blind, and disabled clients, networked through managed care staff and vendors to assure improved health outcomes for this population; and
WHEREAS, the Residential Alternatives Community Care Foster Family Homes Service Array consists of two distinct service providers, licensed case management agencies and Community Care Foster Family Homes, that work together to provide high-quality care at a significant cost savings to the State; and
WHEREAS, the Department of Human Services (DHS) and service providers have recognized that case management agencies provide two functions: case management and service assessment; and
WHEREAS, Community Care Foster Family Homes provide living accommodations and other related services to clients with nursing level care needs; and
WHEREAS, the Residential Alternatives Community Care Foster Family Homes Service Array consists of three distinct components: case management, service assessment, and Community Care Foster Family Homes; and
WHEREAS, the service assessment and Community Care Foster Family Homes together create a nursing facility level of care choice for consumers who prefer residential alternatives to nursing home care; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the House of Representatives concurring, that this body requests that the Department of Human Services (DHS) ensure that the current Residential Alternatives Community Care Foster Family Homes Service Array is not dismantled with the proposed Quest Expansion Program; and
BE IT FURTHER RESOLVED by the Senate of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the House of Representatives concurring, that the Department of Human Services, the Adult Foster Home Association, the Case Management Council, and other stakeholders are requested to work together to clearly define the three distinct components of the Residential Alternatives Community Care Foster Family Homes Service Array and their mode of service delivery for inclusion in the Department's Request for Proposal regarding the Quest Expanded Access program; and
BE IT FURTHER RESOLVED that the Legislature supports preservation of the three distinct components of the current Residential Alternative Community Care program service array: case management, service assessment, and Community Care Foster Family Homes; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to:
(1) The Governor of the State of Hawaii;
(2) The Director of the Department of Human Services;
(3) The President of the Adult Foster Home Association (AFHA); and
(4) The Case Management Council.
