SENATE CONCURRENT

RESOLUTION

 

supporting the chief justice's continuing efforts to involve the community in evaluating judicial services, and encouraging the judiciary to incorporate additional methods to involve the community in developing and implementing its programs and services.

 

WHEREAS, Senate Resolution No. 40, Regular Session of 2004, authorized the Senate Committee on Human Services to convene interim hearings on the Hawaii Family Court; and

WHEREAS, the Senate Committee on Human Services explored issues related to making Hawaii's courts more user-friendly; and

WHEREAS, the Judiciary has a mechanism for the public to report complaints on judicial services; and

WHEREAS, additional processes are needed to encourage community involvement in developing and implementing judicial programs and services; and

WHEREAS, the Chief Justice encourages community involvement in evaluating the provision of judicial services; and

WHEREAS, a proactive procedure to solicit and use public input regarding court processes, including suggested improvements, would reduce consumer complaints; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the House of Representatives concurring, that the Legislature supports the Chief Justice's continuing efforts to involve the community in evaluating judicial services; and

BE IT FURTHER RESOLVED that the Chief Justice is requested to develop and implement collaborative procedures to involve the public in developing and implementing the Judiciary's programs and services; and

BE IT FURTHER RESOLVED such collaborations may include creating a web-based electronic bulletin board with up-to-date information about court services and annual surveys designed to solicit feedback about existing court programs and services and proposed improvements; and

BE IT FURTHER RESOLVED that the Chief Justice is requested to collaborate with representatives from all interested stakeholder groups to evaluate and implement options to increase community involvement in improving court services and processes, and to report the results of this collaboration to the Legislature no later than twenty days prior to the convening of the Regular Session of 2007; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chief Justice, the Chair of the Senate and House Human Services Committees, and the President of the Hawaii State Bar Association.
