SENATE CONCURRENT

RESOLUTION

 

Requesting the college of Hawaiian language at the University of Hawaii at Hilo TO WORK with appropriate government offices to develop a plan to promote the Hawaiian language in all state and county GOVERNMENT offices.

 

 

WHEREAS, the Legislature finds that the Constitution of the State of Hawaii provides for the preservation and promotion of native Hawaiian culture, history, and language; and

WHEREAS, Hawaiian and English are official languages of the State; and

WHEREAS, an appropriate way to promote the Hawaiian language would be to extend its usage in state and county government offices; and

WHEREAS, printing the letterheads of state and county government agency stationery in both Hawaiian and English is an appropriate beginning for the promotion of the Hawaiian language by the state and county governments; and

WHEREAS, printing the letterheads of the stationery of state and county government agencies in Hawaiian and English will require translation and lexicon development parallel to implementing Hawaiian as a medium of education in the public schools; and

WHEREAS, the major Hawaiian translation and lexicon development needs of the Department of Education have been developed by the College of Hawaiian Language, Ka Haka ‘Ula O Ke‘elikōlani, of the University of Hawaii at Hilo, which has among its legislatively designated functions, Hawaiian language development, Hawaiian language support, and educational technology; and

WHEREAS, the College of Hawaiian Language addresses lexicon development needs through a statewide Hawaiian lexicon community; and

WHEREAS, the College of Hawaiian Language publishes Mämaka Kaiao, a Hawaiian language dictionary, with over six thousand words in its latest edition; and

WHEREAS, the College of Hawaiian Language also hosts Ulukau, the Hawaiian electronic library, which is the State's primary means of technological communication in the Hawaiian language; now, therefore,

BE IT REVOLVED by the Senate of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the House of Representatives concurring, that the College of Hawaiian Language, Ka Haka ‘Ula O Ke‘elikōlani, of the University of Hawaii at Hilo, is requested to work with appropriate state and county government agencies and offices to develop a plan to promote the use of the Hawaiian language in all state and county offices; and

BE IT FURTHER RESOLVED that in developing the plan to promote the Hawaiian language, the College of Hawaiian Language is requested to establish a system to provide state and county government agencies and offices official stationery with the letterhead in Hawaiian and English, including the means to update and add new letterheads in a timely fashion through electronic means; and

BE IT FURTHER RESOLVED that the College of Hawaiian Language is requested to collect and disseminate the appropriate terminology for the letterhead as part of its Lexicon Development Program; and

BE IT FURTHER RESOLVED that the College of Hawaiian Language is requested to provide a progress report, including any recommendations, to the Legislature not later than twenty days prior to the convening of the Regular Session of 2007; and

BE IT FURTHER RESOLVED that certified copies this Concurrent Resolution be transmitted to the President of the University of Hawaii and Chairperson of the Board of Regents, the Chancellor of the University of Hawaii at Hilo, the Director of the College of Hawaiian Language, Ka Haka ‘Ula O Ke‘elikōlani, University of Hawaii at Hilo, to the Governor, who in turn is requested to transmit copies to all state executive departments, and to the Mayor of each county, each of whom in turn is requested to transmit copies to all county executive departments.
