SENATE CONCURRENT

RESOLUTION

 

urging the state and the Hawaii Health Systems Corporation to enter into a lease/purchase agreement for a new parking structure for maui memorial medical center to be funded by the issuance of certificates of participation.

 

WHEREAS, Maui Memorial Medical Center is the oldest and the largest acute care facility of the Hawaii Health Systems Corporation operated facilities and is the largest health care provider on Maui, providing acute and long-term care to Maui residents; and

WHEREAS, Maui Memorial Medical Center currently has a major parking shortage that will greatly increase with the planned addition of a new four story wing and medical office building; and

WHEREAS, to meet the increasing demand, the State needs to construct a new parking structure at the site of Maui Memorial Medical Center; and

WHEREAS, a lease/purchase agreement, funded by certificates of participation, is an efficient and expeditious mechanism that is necessary to enable the State to build a new parking structure that would provide needed public facilities; and

WHEREAS, public and private cooperative efforts should be applauded and encouraged, especially when these efforts directly benefit the health and well-being of our citizens; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the House of Representatives concurring, that the State of Hawaii and the Hawaii Health Systems Corporation are urged to enter into a lease/purchase agreement, to be funded by certificates of participation, for the acquisition of a new nine hundred stall parking structure for Maui Memorial Medical Center and related facilities; and

BE IT FURTHER RESOLVED that a copy of this lease/purchase agreement shall be submitted to the Legislature twenty days prior to the convening of the Regular Session of 2007; and

BE IT FURTHER RESOLVED that the Hawaii Health Systems Corporation is requested to refrain from using its operating budget to pay the debt service for the certificates of participation; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Comptroller, the acting Director of Hawaii Health Systems Corporation, and the Director of Health.
