SENATE CONCURRENT

RESOLUTION

 

REQUESTING the University of Hawaii and the Hawaii Community Development Authority to take all necessary steps to relocate, in an expeditious manner, the proposed new Cancer Research Center of Hawaii from the Kakaako district of Oahu to a site near THE CENTER's present location close to the Queen's Hospital.

 

WHEREAS, the Cancer Research Center of Hawaii is a research unit of the University of Hawaii that was established by the Board of Regents as a freestanding independent institute in 1981 and whose mission is to reduce the burden of cancer through research, education, and service with an emphasis on the unique ethnic, cultural, and environmental characteristics of Hawaii and the Pacific; and

WHEREAS, on March 30, 2005, the University of Hawaii board of regents authorized the University's administration to formalize a comprehensive real estate agreement with Townsend Capital, LLC and Zimmer Gunsul Frasca Partnership, an architectural firm with significant experience designing cancer centers, to design, build, finance, and manage construction of the new $200,000,000 Cancer Research Center of Hawaii in the Kakaako district of Oahu; and

WHEREAS, the plans envision that the Center will be approximately three hundred sixty thousand square feet in size and built on a vacant 5.5 acre site owned by the Hawaii Community Development Authority, the state agency responsible for the redevelopment of Kakaako, and will include research laboratories, an outpatient clinic for cancer and ancillary services, physicians' offices, and a parking structure; and

WHEREAS, there is concern, however, that the proposed location for the new Cancer Research Center of Hawaii is seriously flawed for a variety of reasons:

(1) The proposed location of the Center in the Kakaako district lies within a known flood and tsunami zone;

(2) The proposed location would seriously interfere with the passenger and cargo operations of the adjacent Pier 1 and Pier 2 on the waterfront;

(3) The proposed site is relatively inaccessible to all, including patients, compared to a location closer to the Center's present location, which is near numerous hospital and medical facilities and is centrally located near major bus lines; and

(4) The University of Hawaii has requested numerous extensions from the Hawaii Community Development Authority on this project and has not provided the Authority with requested status reports; and

WHEREAS, property next to the City and County of Honolulu Board of Water Supply near the Queen's Hospital campus has been mentioned as a potential site for the new Cancer Research Center of Hawaii; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2006, the House of Representatives concurring, that the University of Hawaii and the Hawaii Community Development Authority are requested to take all necessary steps to relocate, in an expeditious manner, the proposed new Cancer Research Center of Hawaii from the Kakaako district of Oahu to a site near the Center's present location close to the Queen's Hospital; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Regents of the University of Hawaii, the President of the University of Hawaii, the Executive Director and the Chairperson of the Hawaii Community Development Authority, the Director of the Cancer Research Center of Hawaii, the Governor, and the Director of Health.
