A BILL FOR AN ACT
AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR AN EMERGENCY HOMELESS SHELTER, WAIMEA HIGH SCHOOL DISTRICT SWIMMING POOL, Kaua
'i AFFORDABLE HOUSING FEASIBILITY STUDY, ANTONE VIDINHA STADIUM COMPLEX IMPROVEMENTS, AND KALEPA VILLAGE RENTAL APARTMENTS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $3,500,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2005-2006, for the capital improvement projects in the county of Kaua
'i listed in section 2 of this Act.SECTION 2. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2005-2006:

A. EMERGENCY HOMELESS SHELTER $650,000

B. WAIMEA HIGH SCHOOL DISTRICT SWIMMING POOL $700,000
This project consists of restoring and renovating a thirty-three-year-old swimming pool to meet department of health rules. Renovations and improvements are needed to comply with health and federal regulations. The scope of work consists of the following: replacing entire plumbing system; re-plastering pool shell; re-modeling chlorination room; replacing diving boards and ladders; installing handicap ramp and lift; installing new chlorination system, and new bleacher seating and perimeter fencing. The Waimea swimming pool is utilized by hundreds of students from Waimea high school for their physical education and athletic departments. Community areas that use the pool range from Kal
C. KAUA
'I AFFORDABLE HOUSING FEASIBILITY STUDY $250,000The affordable housing crisis on Kaua'i has been identified as one of the top priorities for the county. The county housing agency will coordinate facilitated community meetings and conduct a market study. Phase I of the environmental assessment of this study will include a survey identifying potential sites as well as the traffic and noise impacts of potential sites that could include six to eight possible areas.
D. REGIONAL STADIUM COMPLEX $900,000
ANTONE VIDINHA STADIUM COMPLEX – Phase II
(Baseball Lighting/Grandstand Improvements)
Adjacent to the existing stadium, approximately ten acres of land was dedicated to the county recently that was removed from agricultural use (cane land) for the development of phase II. Phase II will be completed in two increments with increment I to include design and construction of the baseball field lighting, design, and grandstand improvements. Phase II, increment II, will include design and construction of on-site utilities, site grading, drainage installation and landscaping, tennis court design and construction, comfort station, pavilion and design for multi-purpose gymnasium/arena. Phase III will include the construction of a multi-purpose gymnasium/arena. These improvements are estimated to be built over the six years.
E. KALEPA VILLAGE RENTAL APARTMENTS - Phase IV $1,000,000
Kalepa Village is the second affordable rental project owned by the county of Kaua'i. The first phase of sixty units and the site work and infrastructure for the entire one hundred eighty unit potential project were completed in 1996, after Hurricane Iniki, primarily utilizing federal disaster funds from the United States department of housing and urban development. A second phase of forty units was recently completed in September 2004, in partnership with Kaua'i Housing Development Corporation using low income housing tax credits and federal department of housing and urban development funds. A third phase of forty units will be developed via a request for proposal and targeted to very low-income households. The fourth and last phase of forty units will utilize sources that will permit housing opportunities for gap-group and achieve the project's basic objective to provide a mixed income affordable project.
This project has the site secured, all site work and infrastructure complete, building pads complete with utilities stubbed-out, roads and parking complete, and sewer and water hook-up established. Building construction plans were updated and value engineered in 2003-2004, and only new plot plans need to be prepared to concur with current Americans with Disabilities Act of 1990 requirements.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 2 shall be expended by the county of Kauai for the purposes of this Act.
SECTION 4. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 5. This Act shall take effect on July 1, 2005.
