A BILL FOR AN ACT
making an appropriation for a health care pilot project.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature recognizes the continuing high costs of healthcare and pharmaceutical drugs. Healthy decisions, such as exercising, eating well, or avoiding tobacco, can lead to good overall health and well being and reduce the risks for premature illness and death. The legislature also acknowledges the important contributions of multi-cultural lifestyle medicine to healthy choices.
The legislature further recognizes the importance and benefit of establishing a world-class integrative medical center to help the State become a leader in health science. Providing infrastructure for complementary medicine program grants to the University of Hawaii and supporting the Brown and Bakken World Health Awards programs will also help the State establish itself as a leader in the field of health science.
The purpose of this Act is to:
(1) Establish a pilot program to focus on the use of medical counseling, emphasizing good nutrition, healthy lifestyle choices, and multi-cultural lifestyle medicine as a means to reduce illness and the need for pharmaceutical medications;
(2) Appropriate funds for the first year of the pilot program;
(3) Appropriate funds for the planning of a world-class integrative medicine center to be built in the State;
(4) Appropriate funds to create a program to provide complementary medicine grants to the University of Hawaii; and
(5) Appropriate funds to support the Brown and Bakken World Health Awards Program.
SECTION 2. There is established a three-year pilot project to focus on the use of medical counseling and multi-cultural lifestyle medicine as a way to reduce illness. The pilot project shall develop, establish, and monitor medical counseling programs that emphasize good nutrition and healthy lifestyle choices as a means to reduce illness and the need for pharmaceutical medications.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2006-2007, for a grant to Hawaii Health Foundation, for the following projects:
(1) The first year of a three-year pilot program to develop, establish, and monitor medical counseling
programs that emphasize good nutrition, healthy lifestyle choices, and multi-cultural lifestyle medicine as a means to reduce illness and the need for pharmaceutical medications;
(3) The planning of a world-class integrative medicine center to be built in the State;
(4) Create a program to provide complementary medicine grants to the University of Hawaii; and
(5) Providing support to the Brown and Bakken
World Health Awards Program.
SECTION 4. The sum appropriated shall be expended by the department of health.
SECTION 5. This Act shall take effect on July 1, 2006.
