A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR A GRANT TO THE OPEN DOOR ACADEMY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The Open Door Academy is an entity that intends to operate a faith-based rehabilitation and technical training center. The Academy:

(1) Gives homeless and at-risk youth emergency shelter;

(2) Provides a training center for former inmates;

(3) Creates a viable option for low-risk youth offenders;

(4) Reduces the number of inmates sent out of state;

(5) Provides food, emergency shelter, and counseling to those in need;

(6) Tests those in need to determine their natural abilities;

(7) Provides job training and job placement services; and

(8) Provides transition to affordable housing or home ownership.

The purpose of this Act is to make a grant to The Open Door Academy to provide temporary shelter, education, and job training and placement to homeless and at-risk youth.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2006-2007, for a grant to The Open Door Academy to provide temporary shelter, education, and job training and placement to homeless or at-risk youth.

SECTION 3. The sum appropriated shall be expended by the department of human services for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2006.
