BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
Part I.
SECTION 1. The purpose of this part is to establish a weighted student formula conversion program to provide supplementary funds for schools that are adversely affected by the weighted student formula established pursuant to Act 51, Session Laws of Hawaii 2004.
SECTION 2. There is established in the department of education a weighted student formula conversion program for the purpose of disbursing funds to qualified public schools that are adversely affected by the weighted student formula established pursuant to Act 51, Session Laws of Hawaii 2004. The weighted student formula conversion program shall be administered by the department of education, which shall create program guidelines; provided that:
(1) Only schools that experience a reduced level of funding due to the implementation of the weighted student formula may apply for program funds;
(2) Program moneys shall be used for the purpose of maximizing student achievement through enhancing educational outcomes noted in Act 51, Session Laws of Hawaii 2004, and shall be expended to support activities as outlined in the school's strategic plan and academic and financial plan; and

The purpose of this part is to provide funds to each school for equipment, services, and supplies, as well as reimburse teachers for instructional and classroom supplies they purchase with personal funds.
SECTION 7. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2006-2007, for school equipment, supplies, and services. The sum shall be allocated to each school based upon the weighted student formula.
SECTION 8. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2006-2007, for reimbursement of up to $200 per classroom for teachers' personal funds expended for classroom and instructional supplies. The department of education may adopt rules, pursuant to chapter 91, Hawaii Revised Statutes, as necessary to implement the purposes of this section.
SECTION 9. Sums appropriated under this part shall be in addition to any other funds that may be appropriated for the same purposes.
SECTION 10. The sums appropriated shall be expended by the department of education for the purposes of this part.
