A BILL FOR AN ACT

 

making an appropriation for a hemodialysis facility in Hana.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that, according to the Transpacific Renal Network, end stage renal disease is projected to grow at three per cent annually in Hawaii. As of January 2005, there were four end stage renal disease patients who were receiving hemodialysis treatment in the Hana district on the island of Maui. These patients must endure the long and difficult five-hour roundtrip journey to Kahului three times a week to receive this life-saving care. However, it is possible to operate a three-station, six-patient hemodialysis facility in Hana if all the capital costs are subsidized and an annual subsidy is provided to cover operating costs.

The purpose of this Act is to appropriate funds for capital and operating costs of a hemodialysis facility in Hana.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $623,724, or so much thereof as may be necessary for fiscal year 2006-2007, for a grant-in-aid pursuant to chapter 42F, Hawaii Revised Statutes, to Hana Health for capital and operating costs of a hemodialysis facility in Hana as follows:

1. Capital costs $238,139

2. Operating costs 385,585

Total $623,724

The sum appropriated shall be expended by the department of health for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2006.
