A BILL FOR AN ACT
RELATING TO THE UNIVERSITY OF HAWAII.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 304, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§304- Hawaii scholars program. (a) There is established the Hawaii scholars program to be administered by the University of Hawaii. This program shall be used to provide financial assistance for up to five academic years to any qualified student enrolled at any campus of the University of Hawaii.
(b) Appropriations for this fund in each fiscal year shall be an amount not less than the number of eligible students for the program during the prior fiscal year multiplied by the average tuition cost and fees charged per student by the University of Hawaii in the previous fiscal year for deposit into the University of Hawaii tuition and fees special fund.
(c) The University of Hawaii shall offer full scholarships, covering the cost of tuition and fees, the cost of books, and the costs of on-campus or off-campus housing, under this program to any Hawaii resident applying to any campus within the University of Hawaii system; provided that the individual:
(1) Graduated from a public or private high school in the State as valedictorian;
(2) Enrolls at a campus within the University of Hawaii system within eighteen months of graduating from that high school; and
(3) Maintains a level of academic excellence, as determined by the board of regents, while on scholarship.
(d) Any appropriation left unexpended or unencumbered as of the close of the fiscal year in which the appropriation was made shall lapse into the general fund."
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2006-2007, for the purposes of this Act.
SECTION 3. The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 4. New statutory material is underscored.
SECTION 5. This Act shall take effect on July 1, 2006.
