A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS for the BENEFIT OF second senatorial district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $52,130,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2006-2007 for the following capital improvements in the second senatorial district:
1. Keaau Middle School $10,185,000
Design, construction, and equipment for
an eight-classroom building.
2. Naalehu Elementary and Intermediate School $10,215,000
Design, construction, and equipment
for a new administration/library
building and to renovate existing
facilities.
3. Pahoa High and Intermediate School $8,545,000
Design, construction, and equipment
for a new administration building.
4. Manuka State Wayside $500,000
Design and construction for a
comfort station and related
improvements.
5. Keonepoko Elementary School $400,000
Design and construction for a
parking lot extension.
6. Pahoa High School $100,000
Design and construction for
covered walkway at bus stop.
7. Pahoa Elementary School $3,000,000
Design, construction, and equipment
for new dining facility (dining
room only).
8. Keaau Elementary School $500,000
Design and construction for a
secondary exit/entrance.
9. Kau High and Pahala Elementary School $8,930,000
Design, construction, and equipment
for a ten-classroom building to
replace building B and demolish
building B.
10. Mountain View Elementary School $9,755,000
Design, construction, and equipment
for a twelve-classroom building to
replace building A.
SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act; provided that:
(1) The sums appropriated in items 1 to 3 and 5 to 10 shall be expended by the department of education; and
(2) The sum appropriated in item 4 shall be expended by the department of land and natural resources.
SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 4. This Act shall take effect on July 1, 2006.
