A BILL FOR AN ACT
RELATING TO MOTOR VEHICLE RECOVERY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 342G, Hawaii Revised Statutes, is amended by adding two new sections to be appropriately designated and to read as follows:
"§342G- Advance refundable vehicle disposal fee. (a) Each county shall impose an advance refundable vehicle disposal fee, to be paid by the new registered owner upon the issuance of each certificate of title. The fee shall be refunded to the registered owner at the time the vehicle is surrendered to a county vehicle disposal center.
Beginning September 1, 2006, the fee shall $250 per new motor vehicle. The county shall issue a certificate acknowledging payment of the fee and shall keep records necessary to refund the fee. Each county shall adopt rules for situations in which the vehicle is removed from the county.
§342G- Deposit into environmental management special fund of the county. (a) Revenues generated from the advance refundable vehicle disposal fee collected by the county under section 342G- shall be deposited into a special account to be established by of each county for the purpose of disposing of abandoned vehicles."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect on July 1, 2006.
