A BILL FOR AN ACT

 

relating to capital improvement projects for the benefit of THE FIRST SENATORIAL DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $145,499,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2006-2007, for the purpose of capital improvement projects for the first senatorial district, as follows:

1. Waiakea Kai Ramp

Two-lane boat launch ramp, to be

located within Waialoa small boat

harbor – Suisan Basin along west makai

dock with boat wash down area, parking

for trucks and boat trailers

Construction $874,000

Total funding $1,000,000

2. Wailoa Small Boat Harbor

Maintenance dredging of entrance channel, along portion of Suisan Basin, surrounding areas of the groin on the Hilo Bay front; replacement of one parking light pole and fixture at Wailoa River mouth to increase night navigation visibility

3. Kaumana Elementary School

Plans, design, construction for:

5. Waimea Elementary School

6. Honokaa High School

Plans, design, construction for:

Armory bleachers $400,000

7. Honokaa Elementary School

Plans, design, construction for:

B. Playground equipment for second,

third, and fourth graders $ 80,000

C. Paved parking area $160,000

8. Paauilo School

Plans, design, construction for:

9. Kapiolani Elementary School

Plans, design, construction for:

A. Air conditioning $3,500,000

B. Covered playcourt $1,500,000

C. Library expansion and upgrade $1,500,000

D. Parking stalls $2,000,000

E. Replace classroom building $3,500,000

Total funding $12,000,000

10. Keaukaha Elementary School

Plans, design, construction for:

A. Administration/library bldg. $5,000,000

B. Cafeteria expansion and

renovation $3,000,000

C. Covered playcourt $1,500,000

D. Replace six classroom bldgs. $7,070,000

Total funding $16,570,000

11. Waiakea High School

Plans, design, construction for:

A. Second floor bridge between

buildings B and C $ 500,000

B. Covered assembly area in quad $ 500,000

C. Air condition school $10,000,000

D. Girls athletic locker room $ 2,000,000

E. Track and field – additional

construction costs $ 1,500,000

12. Waiakea Intermediate School

Plans, design, construction for:

A. Air condition school $3,500,000

B. Two new science classrooms/labs $3,000,000

C. Electrical upgrade $ 750,000

D. New PE locker/shower facility $5,620,000

E. Library expansion/renovation

(upgrades/air conditioning) $2,000,000

Total funding $14,870,000

13. Waiakea Elementary School

Plans, design, construction for:

A. Covered walkway to bus area $ 100,000

B. Covered play court $1,620,000

C. Six classroom buildings $6,000,000

D. Air condition school $3,500,000

E. Administration/library bldg. $15,215,000

Total funding $26,435,000

14. Waiakeawaena Elementary School

Plans, design, construction for:

A. ADA transition accessibility $ 280,000

B. Air condition school $ 3,500,000

C. Cafeteria expansion $ 1,500,000

D. New or expanded administration

building $ 6,215,000

E. Replace classroom building C $ 6,000,000

F. Replace classroom building D $ 6,000,000

G. Replace classroom building G $ 6,000,000

Total funding $29,495,000

15. University of Hawaii at Hilo

A. Science and technology,

Phase One-Lab Building

Design $ 1,000

Construction $2,499,000

Equipment $2,500,000

Total funding $5,000,000

SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.

SECTION 3. The sums appropriated for the respective capital projects set forth in:

(1) Items 1 and 2 shall be expended by the department of land and natural resources;

(2) Items 3-14 shall be expended by the department of education; and

(3) Item 15 shall be expended by the University of Hawaii at Hilo

for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2006.
