A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE FIRST SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $145,499,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2006-2007, for the purpose of capital improvement projects for the first senatorial district, as follows:
1. Waiakea Kai Ramp
Two-lane boat launch ramp, to be
located within Waialoa small boat
harbor – Suisan Basin along west makai
dock with boat wash down area, parking
for trucks and boat trailers

2. Wailoa Small Boat Harbor
Maintenance dredging of entrance channel, along portion of Suisan Basin, surrounding areas of the groin on the Hilo Bay front; replacement of one parking light pole and fixture at Wailoa River mouth to increase night navigation visibility

SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in:
(1) Items 1 and 2 shall be expended by the department of land and natural resources;
(2) Items 3-14 shall be expended by the department of education; and
(3) Item 15 shall be expended by the University of Hawaii at Hilo
for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2006.
