A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE SEVENTEENTH SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Mililani's seventeenth senatorial district encompasses the new and expanding area of Mililani Mauka and the oldest part of the town, including the town center. Rapid development has caused chronic overcrowding in the newest schools, which resulted in Mililani High School's population burgeoning to over 2,500 students. A barely functioning phone system at Mililani High School has created a frustrating and unsafe situation. Built on an area the size of several city blocks, the campus must have a reliable phone system for the health and safety of the students.
In recent years, the legislature has funded a new ten-classroom building at Mililani High School. In 2003, $360,000 was appropriated for design, and another $5.7 million was appropriated in 2004 for construction. Due to the increased costs of construction and labor costs, an additional appropriation will be needed to complete the project.
In addition to the needs of the newer schools and the high school, the original Mililani schools are nearly forty years old. These schools have many issues, including repair and maintenance, as well as facilities that are outdated and in need of restoration.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $13,016,600, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2006-2007, for the purpose of capital improvement projects for the seventeenth senatorial district, as follows:

SECTION 3. The appropriation made for the capital improvements project authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 4. The sums appropriated for the respective capital projects set forth in section 2 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2006.
