A BILL FOR AN ACT
making an appropriation to the UNIVERSITY OF hawaii.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The Hawaii P-20 Initiative, housed within the University of Hawaii system, is a statewide collaboration to improve student achievement. P-20 is the code for learning that connects all levels of education and infuses them with a strong sense of coherence. The initiative focuses on the learner rather than the system through which the learner is passing. The Hawaii P-20 Initiative is a collaboration involving the University of Hawaii, the department of education, community organizations, labor, business, and many community partners in the private and not-for-profit sectors.
The purpose of this Act is to assist the department of education and the University of Hawaii with their joint efforts to gather data about student learning and make the data accessible to Hawaii's education community.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $510,000, or so much thereof as may be necessary for fiscal year 2006-2007, for operating expenses that include personnel and infrastructure to support the linking and follow-through of databases, data collection support, and the purchase of secondary data sets.
SECTION 3. The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2006.
