A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that community involvement is one of the most importance means of improving educational outcomes and public confidence in schools. Pursuant to part V of Act 51, Session Laws of Hawaii 2004, school community councils were established as the mechanism for parents, the community, and other key stakeholders to have a voice in the affairs of their local schools.

The purpose of this Act is to provide funds for training and other support for the school community councils.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $225,000, or so much thereof as may be necessary for fiscal year 2006-2007, for training and support for the school community councils.

SECTION 3. The department of education may seek an independent entity to establish an organization and community system to support school community councils. The entity will be allowed to assess fees, dues, or other remuneration to support the school community systems.

SECTION 4. The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 5. This Act shall take effect on July 1, 2006.
