A BILL FOR AN ACT
relating to homeland security.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. There is appropriated from grants from the United States Office for Domestic Preparedness and State Homeland Security Program the sum of $45,000,000 or so much thereof as may be necessary for fiscal year 2006-2007 for:
(1) An assessment of the threat of terrorist incidents;
(2) The development of plans to deal with terrorist incidents;
(3) Training and exercises to implement such plans;
(4) The procurement of equipment, materials, and supplies essential to meet the potential threats of conventional, chemical, biological, radiological, and nuclear weapons.
SECTION 2. The department of defense shall submit to the legislature for approval a homeland security plan consistent with policies established by the legislature for homeland security.
SECTION 3. This Act shall take effect on July 1, 2006.
