A BILL FOR AN ACT

 

MAKING AN APPROPRIATION FOR REGULATORY BOARDS AND COMMISSIONS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that small businesses constitute the vast majority of firms in the State and that reducing regulatory burdens on small businesses is a priority of the State. In 1998, the small business regulatory review board was created and charged with the responsibilities to review any rule adopted by a state agency at the request of a small business owner and to recommend to a state agency or the legislature any rule or legislative changes. The legislature notes that there are currently insufficient staff resources and technical expertise to provide all the required support for the small business regulatory review board to accomplish these objectives.

The purpose of this Act is to appropriate moneys for one board and commission administrative assistant position to the department of business, economic development and tourism to assist the small business regulatory review board.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $40,524, or so much thereof as may be necessary for fiscal year 2006-2007, for one board and commission administrative assistant position with the department of business, economic development and tourism to assist the small business regulatory review board.

SECTION 3. The sum appropriated shall be expended by the department of business, economic development and tourism for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2006.
