A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE fifth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $27,325,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2006-2007, for the purpose of capital improvement projects for the fifth senatorial district, as follows:
1. Maalaea Small Boat Harbor, Maui
A. Pump out station

B. Ferry system improvements
Construction $13,365,000
Total funding $15,965,000
2. Mala Wharf, Maui
Dredging $250,000
Total funding $250,000
3. Lahainaluna High School, Maui
Drainage engineering for water run-off

4. Lahaina Intermediate School, Maui
New administration/ library building
Plans, design, construction,

SECTION 2. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency as follows for the purposes of this Act:
(1) The sums appropriated in items 1 and 2 shall be expended by the department of land and natural resources for the purposes of this Act.
(2) The sums appropriated in items 3 to 8 shall be expended by the department of education for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2006.
