A BILL FOR AN ACT
relating to police officers.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The purpose of this Act is to create an annual allowance to each police officer for the maintenance and proper operation of the police officer's uniform, equipment and weapon.
SECTION 2. Chapter 52D, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§52D- Allowance; uniform, equipment and weapon. A police officer shall receive an annual allowance for the maintenance and operation of the police officer's uniform, equipment and weapon. The allowance shall be paid by the counties as follows:
(1) A police officer employed five years or less shall receive $500 per year;
(2) A police officer employed more than five and less than ten years shall receive $700 per year;
(3) A police officer employed ten years or more shall receive $1,200 per year;
provided that a police officer that reaches the rank of captain shall not receive an allowance."
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2006-2007, to assist the counties in implementing section 2 of this Act. The specific county appropriations are as follows:
1. City and county of Honolulu $
2. Hawaii county $
3. Maui county $
4. Kauai county $
SECTION 4. The sums appropriated shall constitute the State's share of the cost of mandated programs under Article VIII, Section 5, of the State Constitution.
SECTION 5. The sum appropriated to each county shall be expended by the respective county for the purposes of this Act.
SECTION 6. New statutory material is underscored.
SECTION 7. This Act shall take effect on July 1, 2006.
