A BILL FOR AN ACT
Making an appropriation for the development of infrastructure for the kalaeloa community development district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The Kalaeloa community development district was initially designated by Act 184, Session Laws of Hawaii 2002. To date, little, if any, development activities have been undertaken in the district by the Hawaii community development authority. With the housing needs of Oahu coming to the breaking point, it is imperative that the Hawaii community development authority's efforts in the Kalaeloa community development district move from the planning stage to the development stage. The first priority for housing development in the district should be the development of affordable housing by the Hawaii community development authority.
The purpose of this Act is to make an immediate initial appropriation to commence with infrastructure development in the Kalaeloa community development district to encourage the development of affordable housing in the district.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2006-2007, for the development of infrastructure to allow for the immediate development of affordable housing in the Kalaeloa community development district by the Hawaii community development authority.
SECTION 3. The sum appropriated shall be expended by the Hawaii community development authority for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2006.
