A BILL FOR AN ACT
relating to grants.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
PART I
SECTION 1. The legislature finds that home prices in Hawaii have skyrocketed in the last few years. Hale Mahaolu is a developer of low-income housing and will be developing Hale Mahaolu Ehiku in two phases. As the first affordable housing project in South Maui, Hale Mahaolu Ehiku will eventually consist of one hundred twelve one-bedroom elderly rental housing units, one three-bedroom manager's unit, an adult day care building, a senior center, an adult residential care home, and related improvements on a six-acre parcel. Hale Mahaolu requires $1,150,000 for phase one of the housing development. Hale Mahaolu also requires an annual supplemental grant of $96,000 for its personal care program. The purpose of this part is to appropriate funds to assist Hale Mahaolu.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2006-2007 as a grant pursuant to chapter 42F, Hawaii Revised Statutes, to Hale Mahaolu for:
(1) Financing phase one of the Hale Mahaolu Ehiku affordable housing development on Maui $
(2) Personal care program $
Total $
The sum appropriated shall be expended by the department of human services for the purposes of this part.
PART II
SECTION 3. The legislature finds that Maui Economic Opportunity Transportation began operations in 1969. With its fleet of sixty-nine vehicles, it provides a wide range of transportation services to the elderly, low-income individuals, persons with disabilities, medically needy residents, preschool children, and disadvantaged youth on Maui. Maui Economic Opportunity, Inc., requires $3,500,000 in funding, which will be leveraged by the county of Maui and the Harry and Jeanette Weinberg Foundation for additional funds, to purchase a new base yard site and for plans, design, and construction of a permanent transit facility, which is essential to maintaining the facility's primary role as the specialized transportation provider for over seven thousand individuals.
The purpose of this part is to appropriate funds to assist Maui Economic Opportunity, Inc.
SECTION 4. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2006-2007 as a grant pursuant to chapter 42F, Hawaii Revised Statutes, to Maui Economic Opportunity, Inc., for the purchase of a new base yard site and for plans, design, and construction of a permanent transit facility on Maui.
The sum appropriated shall be expended by the office of community services in the department of labor and industrial relations for the purposes of this part.
PART III
SECTION 5. The legislature finds that Hale Makua is being subject to a new federal mandate to provide a fire sprinkler system throughout the Hale Makua-Wailuku facility that will cost $500,000 over several years. The sum of $25,000 is being requested for phase one of the new sprinkler project to identify design plans that meet the new federal requirements, identify additional water resources for the sprinkler system, and develop a project timeline. The purpose of this part is to appropriate funds to assist Hale Makua.
SECTION 6. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2006-2007 as a grant pursuant to chapter 42F, Hawaii Revised Statutes, for Hale Makua to fund phase one of the federally mandated fire sprinkler system in the Hale Makua-Wailuku facility.
The sum appropriated shall be expended by the department of health for the purposes of this part.
SECTION 7. This Act shall take effect on July 1, 2020.
