A BILL FOR AN ACT

 

RELATING TO FAMILY SERVICE CENTERS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that community access to information and services strengthens and stabilizes Hawaii's families. Community-based, family-centered models exemplify cooperation between public and private entities to deliver coordinated services to a target population. These models provide families with a community-based, one-stop resource center for information and referrals, volunteer programs, counseling, classes, and family activities. These models are particularly effective because they are places where people feel comfortable asking for assistance, support the needs of individuals and families, and provide programs that encourage family strengthening, skill enhancement, and community involvement.

The purpose of this Act is to appropriate funds for the development of community-based, family-centered models throughout the State and the Hawaii Even Start literacy program.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2006-2007, for the development of community-based, family-centered models throughout the State.

The sum appropriated shall be expended by the department of human services for the purposes of this section.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2006-2007, for the Hawaii Even Start literacy program.

The sum appropriated shall be expended by the department of education for the purposes of this section.

SECTION 4. This Act shall take effect on July 1, 2006.
