A BILL FOR AN ACT
RELATING TO FAMILY SERVICE CENTERS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that community access to information and services strengthens and stabilizes Hawaii's families. Community-based, family-centered models exemplify cooperation between public and private entities to deliver coordinated services to a target population. Such models provide families with a community-based, one-stop resource center for information and referrals, volunteer programs, counseling, classes, and family activities. These models are particularly effective because they are places where people feel comfortable asking for assistance. The models support the needs of individuals and families, and provide programs that encourage family strengthening, skill enhancement, and community involvement.
The purpose of this Act is to support grants awarded for the development of community-based, family-centered models throughout the State through the creation of the community-based, family-centered models special account.
SECTION 2. Chapter 346, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§346- Community-based, family-centered models special account; department of human services. (a) There is established within the state treasury a community-based, family-centered models special account into which shall be deposited the following moneys:
(1) Appropriations made by the legislature to the account;
(2) Gifts, donations, and grants from public agencies and private persons; and
(3) Any other revenues designated for the account.
The account shall be administered by the department. All interest earned or accrued on moneys deposited in the account shall become part of the account. The moneys deposited into the account shall be retained or disbursed by the department pursuant to this section.
(b) Moneys from this account shall be used by the department to award grants, pursuant to chapter 42F, and for purchases of services, pursuant to chapter 103F, to:
(1) Establish and maintain community-based, family-centered models throughout the State;
(2) Elicit community input to identify locations for community-based, family-centered models and the kinds of services to be provided;
(3) Develop and implement a quality assurance mechanism to evaluate the efficacy of programs and services, monitor family involvement, and ensure ongoing participation with programs and services; and
(4) Pay operating expenses.
Moneys shall be used for new and existing programs and shall not supplant any other funds previously allocated to these programs. The account shall be kept separate from all other funds in the treasury.
(c) For every dollar of state funds granted by the account to a project, there shall be a minimum of $1 in value matching from private, federal, county, or community sources.
(d) The department shall expend moneys in the form of grants in accordance with chapter 42F; provided that grantees shall be required to demonstrate collaboration with community organizations in support of family centers.
(e) The department shall submit an annual report to the legislature prior to the convening of each regular session providing an accounting of the receipts of and expenditures from the account."
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2006-2007, for the Hawaii Even Start Literacy Program.
SECTION 4. The sum appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 5. New statutory material is underscored.
SECTION 6. This Act shall take effect on July 1, 2006.
