A BILL FOR AN ACT
relating to the department of land and natural resources.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that there are numerous programs within the department of land and natural resources that could benefit from volunteer assistance. Several divisions are currently involved with a volunteer program on a limited scale. However, there are many volunteer groups, as well as individuals that have expressed interest in working with state agencies. Due to the limited number of personnel in each division who are already tasked with numerous duties and responsibilities, the job of coordinating the efforts of volunteers have become a low priority.
The purpose of this Act is to create a volunteer coordinator position within the department of land and natural resources to organize the volunteer program for the department.
SECTION 2. There is established a full-time volunteer coordinator position within the department of land and natural resources dedicated to soliciting, coordinating, facilitating, and tracking volunteer efforts. The volunteer coordinator shall also identify programs for each division that may utilize volunteers.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , or so much thereof as may be necessary for fiscal year 2005-2006, and the same sum, or so much thereof as may be necessary for fiscal year 2006-2007, for a full-time volunteer coordinator within the department of land and natural resources.
SECTION 4. The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2005.
