A BILL FOR AN ACT
MAKING AN APPROPRIATION FOR capital improvement projects for THE TWENTY-FIRST SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $19,837,589, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal years 2005-2006 and 2006-2007, for the following capital improvements in the twenty-first senatorial district:
1. Leihoku Elementary School
Air conditioning for all classrooms and support facilities
Design: $ 50,000
Construction: $ 950,000
Completion of unfunded work on the new administration and library building
Design: $ 30,000
Construction: $ 175,000
Total Funding: $1,205,000
2. Maile Elementary School
Special Education bus pick up/drop off
Design: $ 25,000
Construction: $ 200,000
Parking area by B-building and regular bus pick up/drop off
Design: $ 25,000
Construction: $ 150,000
Total Funding: $ 400,000
3. Makaha Elementary School
Elevator to be in compliance with ADA as Library and Computer labs are upstairs and walkways to connect the three main buildings

4. Nanakuli Elementary School
Upgrade fire alarm system

10. Mauka Highway
Planning and design for an alternative route to Farrington highway between Makaha and Nanakuli along the Waianae coast to qualify for federal funds.

SECTION 2. The appropriations made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2008, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1, with the exception of item 9 and item 10, shall be expended by the department of accounting and general services for the purposes of this Act. The sum appropriated for item 9 in section 1 shall be expended by the department of land and natural resources for the purposes of this Act. The sum appropriated for item 10 in section 1 shall be expended by the department of transportation for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2005.
